Growth Readiness Strategy, Comprehensive Zoning By-law Review and Development Standards

Project Description

The Township of Greater Madawaska and the Township of Whitewater Region will jointly be undertaking a Growth Readiness Strategy, Comprehensive Zoning By-law Review and Development Standards. 

The Goals and Objectives of the project are to:

1. To ensure that development is properly considered, the Townships are looking for comprehensive updates to their zoning by-laws and map schedules.

2. The preparation of development standards to help streamline development and increase predictability for developers.

3. An assessment of future needs to support growth readiness with an actionable plan for implementation.

Project Timing

Council of the Township of Whitewater Region approved the award of RFP 2021-32 for the Growth Readiness, Zoning Update and Development Standards project to Ecovue Consulting Services Inc. and Strexxer Harrop (Council Report Below) on September 15, 2021.  The projects will generally follow the timelines below:

  1. Growth Readiness Strategy - November 2021 to February 2022
  2. Development Standards - November 2021 to March 2022
  3. Comprehensive Zoning By-law - November 2021 to August 2022

Funding

The Township of Greater Madawaska and the Township of Whitewater Region jointly submitted a funding application to the Ministry of Municipal Affairs for the Municipal Modernization Program Intake 2 – Implementation Project Stream in February 2021.

The cost for the preparation for the Growth Readiness Strategy, Comprehensive Zoning By-law Update and Development Standards project, in partnership with the Township of Greater Madawaska, was $157,260 inclusive of non-refundable HST. The

Province of Ontario Municipal Modernization Intake 2 helped fund 75% of the total cost of the project or $117,945.  Each partnering Township is equally responsible for the remaining funding of $39,315 or $19,657.50 each.

Public Involvement

The Township and Ecovue Consulting Services Inc. will be hosting its first Virtual Open House to introduce the project, provide opportunity for feedback on the current by-laws and provide a timeline for the approval of an updated Comprehensive Zoning By-law. The project team will be on hand to answer questions. Residents and stakeholders are invited to attend at anytime during above-noted timeframes to join the discussion.

The Township with the support of the Ecovue Consulting Services Inc. and Strexxer Harrop will be involving the provincial agencies, local organizations, stakeholders and the public at certain milestones of each proposed project.  Advertisement for public engagement will be provided in local newspapers (Block Ad/ Other), Township Website and Social Media.
